What Certifications Should a Cotton Pad Factory Have
Share
Certificates are one of the fastest ways to separate a professional cotton pad manufacturer from a risky one. But not every logo on a supplier's website means the same thing. Some certificates cover the factory's management system, some cover working conditions, and some cover only a specific material. This guide explains which certificates matter for cosmetic cotton pads and how to check them.
1. Quality Management: ISO 9001
ISO 9001 shows that the factory runs a documented quality management system: incoming material checks, process control, final inspection and handling of complaints. It does not certify a product, but it tells you the factory works to a system rather than by habit.
Check: the certificate is in the manufacturer's own name and address, the scope mentions cotton pads or nonwoven products, and it is still valid.
2. Social Compliance: SMETA (Sedex) or amfori BSCI
Many retailers and brands require a social audit covering labor standards, health and safety, environment and business ethics. The most common are SMETA, shared on the Sedex platform, and amfori BSCI. Ask which audit your retail customers accept; many accept either.
Check: the audit date, the site audited and how any findings were closed.
3. Material Safety: OEKO-TEX Standard 100 and Test Reports
OEKO-TEX Standard 100 tests textiles for harmful substances. It applies to specific products or materials, not to a whole factory, so make sure the certificate covers the material in your pads.
For other concerns, ask for test reports from a recognized laboratory such as SGS, for example on fluorescent brightening agents, pH or microbial limits, carried out on the material you are buying.
4. Sustainability Claims
- Biodegradable or compostable: Look for certificates such as TÜV Austria OK biodegradable or DIN CERTCO marks that cover the specific product or material.
- Paper packaging: FSC certification shows that the paper or board comes from responsibly managed sources.
Only put a sustainability claim on your packaging if a certificate or test report supports it for that exact product.
5. Products With Special Rules
- Pre-soaked toner pads are cosmetic products. In the EU, for example, they must comply with the Cosmetics Regulation, and good manufacturing practice under ISO 22716 is the usual reference.
- Cotton sold for medical use is regulated as a medical device in many markets and needs a manufacturer certified for medical devices, such as under ISO 13485. This is a different category from cosmetic cotton pads.
How to Verify Any Certificate
- Ask for a full copy, not a logo.
- Check that the company name and address match the factory you are visiting.
- Read the scope: which products or processes are covered?
- Check the expiry date.
- Confirm with the issuing body's online database or by contacting it directly.

Frequently Asked Questions
Which certificate matters most when choosing a cotton pad factory?
Start with ISO 9001 for the quality management system and a recent social audit such as SMETA (Sedex) or amfori BSCI. Then check product-level documents, such as OEKO-TEX Standard 100 or test reports, for the exact material you are buying.
Is OEKO-TEX a factory certificate?
No. OEKO-TEX Standard 100 certifies specific textile products or materials, not a whole factory. Check that the certificate number and scope cover the material used in your pads.
Do dry cotton pads need FDA registration?
Dry cosmetic cotton pads are usually treated as general consumer articles. Pre-soaked toner pads are cosmetic products, and cotton sold for medical use is regulated as a medical device in many markets. Check the rules for your product and market.
How do I check that a certificate is genuine?
Check that the company name and address match the factory, that the scope covers your product, and that the certificate is still valid. Then confirm it with the issuing body's online database or by contacting it directly.
