China vs Vietnam Cotton Pad Manufacturers: 2026 Comparison
Share
In 2026, supply chain volatility and changing trade rules are pushing international beauty brands to re-examine where they source. For high-volume disposable accessories such as cotton pads, procurement managers are increasingly comparing two production hubs: China and Vietnam.
The country of origin affects your landed cost, import duties and lead times. Here is a practical comparison of both manufacturing landscapes to help you make an informed B2B sourcing decision.
The Strengths of Chinese Manufacturing
China remains the largest and most developed base for spunlace nonwoven and cotton pad production. As covered in our guide to the best cotton pad manufacturers in China, the industry there is mature and tightly integrated.
- Technology: Chinese factories run advanced spunlace and automated cutting lines, giving consistent GSM and precise custom die-cutting.
- Materials: A large domestic textile industry makes fibers, fabric and packaging easy to source, so raw-material shortages are rare.
- Complex customization: For wet toner pads, custom shapes or detailed retail packaging, China offers the most complete supporting industry in one place.

The Rise of Vietnamese Manufacturing
Over the last decade, Vietnam has become a major alternative manufacturing base. For buyers in some markets, it offers real financial and operational advantages.
- Import duties: In some destination markets, goods of Vietnamese origin face lower duties than goods of Chinese origin. Rates change often, so check the current rates for your product and market.
- Trade agreements: Vietnam is party to free trade agreements including the EU–Vietnam FTA, CPTPP and RCEP, which can reduce duties for qualifying goods.
- Labor costs: For labor-intensive packing work, Vietnam's workforce remains cost-competitive.
Important: Lower duties only apply when goods genuinely qualify as Vietnamese origin under the rules of the importing country. Products made in China and simply relabeled or repacked in Vietnam do not qualify, and misdeclaring origin is illegal.

The Trade-Off: Supply Chain Depth vs Duties
For many brand owners, the choice is not simple. Sourcing only from Vietnam can mean a less mature supply of fabric and packaging, which may lengthen lead times. Sourcing only from China can expose you to higher or changing import duties in some markets.
Questions to Ask Any Supplier
- In which country, and at which site, will my order actually be produced?
- Which country of origin will appear on the commercial invoice and certificate of origin, and how does the product qualify?
- Where do the fabric and packaging come from, and how does that affect lead time?
- Can you show the site that will make my order (on a visit or by live video)?
Where Little Cotton Stands Today
We prefer to be clear about this. Today, all Little Cotton finished products are made at our factories in Guangdong, China, and ship with Chinese origin. We have a site in Quang Ninh, Vietnam, where the production line is still being set up. When it is ready to produce, we will tell our clients what it can make and how origin will be documented.
If Vietnamese origin matters for your market, tell us now. We can plan your program so it can move when the Vietnam line is running, while you keep a stable supply from China in the meantime.
